Celebrating our first Gateway 3 approval

We’re delighted to share that our project with Together Housing is our first to reach and achieve this significant milestone, showcasing our commitment to helping to improve our clients’ high-rise estates.

To support Together Housing’s commitment to invest in the welfare of their residents, we continue to manage a number of complex projects. Works are designed to deliver safety enhancements across their high-rise and higher-risk buildings (HRBs), helping to support future maintenance.

With the safety of residents as the highest priority, we’re delighted to confirm that this project is the first to reach, and successfully pass through, Gateway 3 following completion of the works on site.

This exciting achievement follows the completion of the works on site by the principal contractor. The project, which secured Gateway 2 approval prior to works commencing on site, went through the required Change Control procedure whilst works were being carried out.

The Gateway 3 approval now enables the Building Safety Regulator (BSR) to issue a completion certification for the building.

What are BSR Gateways? 

They help to make residential Higher-Risk Buildings (HRBs) safer for those living in them. In October 2023, the Health and Safety Executive (HSE) set up the BSR as the authority responsible for granting permission for work to be undertaken on HRBs, ensuring design and construction requirements are met.

HRBs are subject to a robust building control approval process, passing through three gateway points at the planning, building control approval and completion stages. Gateway 2 and 3 act as ‘hold points’ to ensure that safety is fully considered and achieved at each stage of the process.

Frequently asked questions

Gateway 3 approval is part of the Building Safety Regulator process for higher-risk buildings. It confirms that the completed works have passed the required checks before a completion certificate can be issued. 

Gateway 2 takes place before building work begins. It involves reviewing the proposed design and how the project will meet Building Regulations. Gateway 3 follows completion and considers the work delivered and its supporting evidence. AHR’s project with Together Housing secured Gateway 2 approval before construction and has now achieved Gateway 3 approval.

We continue to manage a number of complex projects for Together Housing, supporting safety enhancements across its high-rise and higher-risk buildings. The works prioritise residents’ safety while helping to support future maintenance.

Gateway 3 provides a formal check that the completed work meets applicable Building Regulations. The Building Safety Regulator reviews evidence of the work undertaken, including how changes during construction have been managed, before issuing a completion certificate. For residents, this is an important milestone because it provides independent regulatory oversight of the completed safety improvements. It offers reassurance that the work has been assessed against the required standards, supporting the delivery of safer homes.

Gateway 3 approval enables a completion certificate to be issued for the completed works. It also marks an important stage in the wider programme of improvements we’re managing with Together Housing.
