Being OJEU compliant, the NEPRO3 framework makes it easy for public sector organisations to buy and manage specialist professional services, and from a diverse range of regional and national suppliers
We are registered and accredited with NEPRO3 meaning that we can be appointed for a number of categories including:- Architect
- Urban design
- Social housing
- Masterplanning
- Landscape services
- Regeneration strategy
- Economic appraisal and analysis
- Regeneration and town planning.
The only nationally available Neutral Vendor Framework in the UK providing the public sector with a compliant solution for services, goods and works requirements.
We offer a number of services across this framework and can be appointed via direct award or competition.
The framework is operated by Crescent Purchasing Consortium (CPC), a not-for-profit public sector buying authority. It covers a multi-supplier DPS for Estates and Facilities Consultancy Services and is recommended by the Department for Education (DfE) for schools and academies.
We can be appointed under two framework lots:
- Lot 6 - architectural services consultants
- Lot 10 - principal design consultants.
Open to all public sector organisations and central government across the UK. This framework provides access to professional and technical construction services including (but not limited to) new builds, refurbishments, regeneration, maintenance and extensions of buildings.

We can be appointed under nine framework lots:
- Lot 1 - employer’s agents and project management
- Lot 3 - architectural services
- Lot 6 - building surveying
- Lot 7 - principal designer services under construction (design and management) regulations
- Lot 8 - principal designer services under Building Safety Act
- Lot 10 - party wall surveyor

This framework sources all aspects of construction consultancy for registered social housing providers and public sector contracting authorities primarily across Yorkshire and Humber, the East Midlands and North West.

- Lot 7 - Scotland
- Lot 8 - Northern Ireland, offering architectural design services.
This regional and national framework is designed to support members in the management and maintenance of safe buildings and the demonstration of building compliance, whilst also addressing emerging fire safety requirements of the Building Safety Agenda.
We can be appointed under framework lot:
- Lot 5 - fire safety surveying and consultancy (multidisciplinary) which includes a number of roles related to the delivery of expert fire safety services, including employer’s agent, contract administrator, project manager, fire risk assessor, and cost manager.
This new framework runs for four years and provides a streamlined avenue for sourcing construction-related consultancy services for the built environment, offering access to qualified, experienced consultants with proven track records and deep sector knowledge to support projects of all sizes across the public sector.
We can be appointed under four framework lots:
- Lot 5 - fit out consultancy (all regions)
- Lot 10 - CDM principal designer (North and South Wales)
- Lot 14 - retrofit (North and South Wales)
- Lot 15 - BSA principal designer and building control (all regions).
Open to all public sector bodies, registered housing associations and third Sector organisations for grant funded or self-funded schemes and open for a 4-year period.
We can be appointed under framework lot:
- Lot 14 - for PAS2035 roles including retrofit coordinator, retrofit advisor, retrofit assessor, retrofit designer, and retrofit evaluator.
We've been named as a supplier on Government Commercial Agency's RM6356 Construction Professional Services 2 (CPS2) Framework. Through this framework, central government departments and all other UK public sector bodies can access a wide range of technical advisory services to support building and civil engineering projects of all sizes.
CPS2 is a nationally recognised framework, previously managed by the Crown Commercial Service (now GCA), available to all UK public sector organisations across England, Scotland, Wales and Northern Ireland.
We can be appointed under three framework lots:
- Lot 1 - general infrastructure and built environment (multidisciplinary)
- Lot 2 - architectural services
- Lot 3 - project management.
The four year framework delivers a comprehensive solution for multi-discipline construction consultancy and the delivery of non-residential building projects across the UK’s public sector.
We can be appointed under framework lot:
- Lot 1 - multidiscipline construction consultancy services, offering construction-related consultancy services, including architectural design, lead / management consultancy, project and programme management, sustainability and environmental consultancy, building services, H&S and principal designer services, asset and estate management, town and masterplanning as well as decarbonisation and retrofit consultancy.
LHC is free-to-use for public sector bodies to procure services for projects of all sizes. This framework includes: SPA – Scottish Procurement Alliance (Scotland), CPC – Consortium Procurement Construction (North and Central England), WPA – Welsh Procurement Alliance (Wales), LHC – LHC Procurement Hub (London and South East England) and SWPA – South West Procurement Alliance (South West England).
We can be appointed under five framework lots:
- Lot 1B - architectural services (landscaping)
- Lot 1D - construction project administration
- Lot 1H - principal designer
- Lot 1K - building surveyor
- Lot 10 - multidisciplinary, covering various regions.
The framework gives access to a diverse range of talented and experienced suppliers and the consultancy services provided primarily support the delivery of new homes.
We can be appointed under framework lot:
- Lot 2 - architectural services. Sub lots: Lot 2b - £10-£25m, Lot 2c - £25m-£50m and Lot 2d - £50m+.
A four-year framework divided into four geographic lots to deliver construction and maintenance projects across NHS England’s 6,500-hectare estate. The scope covers approximately 26 million m² of buildings spanning 1,200 sites.
We can be appointed under four framework lots:
- Lot 1 - North
- Lot 2 - Midlands
- Lot 3 - London

Open to all contracting authorities seeking approved consultancy firms and service providers. This framework offers a compliant solution from providers with local, regional and national coverage. This framework supports the procurement consultants to public sector clients across the North West of England, promoting collaboration and long-term relationships formed on objectives.
We can be appointed under three framework lots:
- Lot 2 - architectural
- Lot 4 - building surveying
- Lot 8 - CDM.
Open to all public sector bodies across the UK, with no fee to access the framework. We can be appointed via this framework through two-stage mini-competition, single-stage competitive tender, or direct award.
We can be appointed for:
- Architectural design across: all nine regions throughout England
- Building surveying across: Yorkshire, East of England, South East and South West.
A national Dynamic Purchasing System (DPS) open to all public sector organisations including, (but not limited to), NHS bodies, local authorities, charities, emergency services, housing providers and universities, colleges and schools, across the UK.
We can be appointed for:
- Category 1 - specialist consultants lot for a range of our services including architecture.
Available to the whole public sector community, the consultancy DPS offers a wide range of services which ensure compliance and in depth specialist knowledge from leading industry experts.
We can be appointed under five framework workstreams include:

A multi-supplier, multi-lot framework for design and consultancy services across the UK. It is open to Prosper members and public sector bodies for direct award or mini competition, covering small to large scale projects.

Scotland Excel’s building construction consultancy framework provides members with a means to procure services relating to buildings and their surrounding grounds. The framework is available to all Scottish councils, Scotland Excel members and other public bodies. The scope covers a range of construction related consultancy services for buildings and their surrounding grounds
We can provide services for:
- Lot 10 - landscape architecture (region 1a, 1b, 1c, 1d and 1e).
The SEWTAPS framework was put in place by the public sector, for the public sector and is open to all contracting authorities throughout the UK including central Government departments, non-departmental public bodies, NHS bodies and location authorities.
We can be appointed under two framework lots:
- Lot 1 - multidisciplinary
- Lot 10 - masterplanning and urban design.
We are appointed to the national Dynamic Purchasing System (DPS) which is open to all public sector organisations. The DPS offers mini competition routes for the provision of professional construction management services on new build developments and major projects.
We can be appointed under three framework categories:

- Category 1c - building surveys
- Category 1f - principal designer CDM.
